To assist BJA in their continual evaluation of the PIECP Program, NCIA will research and compile a report that reflects the progress of certificate holders participating in PIECP and the overall growth of the program. This document will include statistics and graphs in the following areas: number of PIECP certificates, number of cost accounting centers, total inmates employed, cost accounting centers by type/model, gross wages, deductions and net wages.

NCIA's Statistical Consultant collected and compiled the data from PIECP quarterly reports to update this PIECP historical report of the growth and progress of the PIE program. Once the quarterly reports were compiled from the third quarter (as of 9/30/20), the statistical consultant compiled the data for program size, wages, and deductions and then added that data to the existing History/Progress Report that contains data back from 2002. NCIA's Grant Manager then analyzed the data to illustrate and explain PIECP program data trends over the 19-year period from 2002 to 2020 (3rd quarter), including the trends resulting from the COVID-19 pandemic in 2020. Lastly, the Grant Manager provided case studies that show some of the last trends to include how PIECP Certificate Holders have utilized high-tech job training, as well as increased program participation through the designation of split-wage CACs.
NCIA's Statistical Consultant compiled the PIECP historical activity from the final quarter of CY 2020 and worked with the PIECP Grant Manager to produce a final update to the History/Progress Report of PIECP Certificate Holders from . This report will be submitted to BJA's PIECP Program Manager as well as uploaded in the final grant reporting.
