Carrying VNE protocol discussion from 2020:
-MA SC had put together a draft of protocol in fall 2020. It went through a few revisions.
-On 1/4, SL met with Crystal, Jim Markey, and Erin Earp (of RAINN) as well as MA SC, investigator, and state-level grant manager. Discussed big-picture questions about standing protocol.
SL gained some insight into availability of system-based advocates, MA's preference not to set up MOUs between all local and county jurisdictions, and the existing network connections that Mike has to local jurisdictions, which is invaluable. Ruthie will catch Pattie up on a call later this week.
Ruthie and Pattie discussed 1/4 meeting.
Mike wrote to Ruthie 1/6 essentially asking when he could submit VNEP and asking whether there was anything else he might need to be aware of. Also attached another VNEP draft post-1/4 meeting. Ruthie annotated VNEP, sent to Pattie with comments.
Ruthie to take a look at new VNEP draft, annotate for Pattie what she thinks might change and what has changed/what is still under consideration.

Ruthie, Crystal, Mike, Ann Marie, and Erin Earp from RAINN met to go over the MA VNEP for a final time. MA team appreciated adjustments that TTA team had made to VNEP, as well as sample letter to a victim/survivor being notified, and a one-pager on MA's SAKI situation (including other MA legislation affecting grant, timeline of grant, etc., provided for the purpose of handing said one-pager to newer officers in local agencies).
This meeting also turned to basic check-in over the phone. MA expects to get DNA results from Bode this month. Onboarding Cold Case Investigator (new hire). Working on '20 budget (new award, also Category 1). Looking forward to 2021 grant, in order to expand to new county - Plymouth County - in much the same way that Bristol county rolled out.
Confirmed that ViCAP POC is Andrea Baldwin, and she requests ViCAP protocol information - Ruthie to send. No information yet on serial offenders; not planning anything for SAA Month because of COVID.
