I hope this email finds you well. I am reaching out for our monthly check-in on your progress and to ask if there are any training and technical assistance needs that you have at this time. These check-ins are an effort to facilitate regular communication and ensure that your site is receiving the training and technical assistance you need.

Have you had any recent success stories that you would like to share with BJA or the SAKI TTA team? These could include any specific achievements, goals, milestones, or challenges addressed that you would consider successes under the SAKI project as well as news stories on arrests or convictions.
Have you had a chance to review and update the development plan? If you would prefer I update the document on my end, I would be happy to do so. The below items are what was discussed in our last communication, please let me know if there are additional changes that your site would like to make at this time.

Fresno PD responded with the following:

Good afternoon Lisa,
We all had a good and busy new year. Thanks for reaching out for our monthly check-in and we do have a few items in answer to your below:

-Development Plan: We have reviewed the plan and I added in a few of our success stories (again, not for public release). I don’t believe we need anything else done on your end.
-We have a personnel change in our unit. Det. Brandt has been reassigned and we have a newly assigned investigator, Detective Michael Berumen. Please update these changes on your end as our Grants
Manager is completing the updates with BJA. Det. Berumen’s contact information is listed below.

We don’t have any needs at this time.

Have you had any recent success stories that you would like to share with BJA or the SAKI TTA team? These could include any specific achievements, goals, milestones, or challenges addressed that you would consider successes under the SAKI project, as well as news stories on arrests or convictions.
We are in the middle of re-certifying our SAK inventory for the 2020 SAKI grant. No success stories to report at this time.

In addition, BJA has asked us to communicate the following questions:

What challenges or barriers is your site experiencing preventing ViCAP entry?
Personnel and time it takes to complete ViCAP entries. Since we’re reviewing a large amount of SAK investigations, this process is fairly arduous. But, we’re making progress.
Please confirm the ViCAP representative for your site.
Detective Neal Cooney is the department ViCAP Manager.
Will your site be planning any Sexual Assault Awareness Month events in April, including but not limited to virtual panels, screenings, or training?
Nothing planned at this time due to our SAK inventory. However, we just completed training other detectives in our agency on DNA lab testing and CODIS CHOP.

Lisa and Pattie held a monthly check-in call with Fresno PD.

Fresno is still working on getting their inventory certification submitted to BJA for approval. It was decided to consult BJA directly about the best way for Fresno to approach their needs (getting funds released to hire criminalists before they can begin work).

Fresno had no other updates at that time.

Other Relevant Information

BJA has advised that the best course of action for moving forward with the inventory certification is to submit a proposal (plan) for a phased inventory along with a letter of request explaining why the extra funding is needed. This will allow BJA to release the funds needed to move forward with hiring the criminalist and to complete the partial SAK inventory.

Lisa sent this reply to Fresno and provided examples of phased approaches that were already submitted and approved by BJA.

RTI, BJA, and Fresno PD have all been in constant contact regarding their inventory certification phased approach, and Fresno PD does not have any other requests or needs at this time.

  2. The organizational and/or community needs specific to the request for TTA services.
  3. The benefits or anticipated outcomes from the receipt of TTA services.

By submitting this application to BJA NTTAC, I understand that upon approval of this application for TTA, the requestor agrees to keep BJA NTTAC informed of any circumstances that may impact the delivery of the TTA, including changes in the date of the event, event cancellation, or difficulties communicating with the assigned TTA provider.
