8/7/20: CHJ and Hocking County had an initial conference call to gather more details on their TA request's nature. CHJ discussed their grant requirements and the budget modifications that were subsequently denied. The site was approved for a no-cost extension that extends until 9/2021. Hocking County had additional questions on administering or reallocating funds, adding that additional funds were needed for a full-time salaried child caseworker. Next steps, CHJ will contact their BJA grant manager and address the denied budget modifications.
9/1/20: CHJ had a follow-up call with Gretchen from Hocking Cty on 9/1. We discussed the significant amount of unspent money from their FY '18 award. CHJ learned that the primary source of unspent money comes from a subcontract issued to Jobs and Family Services, totaling approximately $500,000 over 2 years. Hocking County believes they have only spent about $20,000 of this funding to date. With the end of the two year grant period at the end of September, they will have to renew any subcontracts to extend for the 3rd year of the no-cost extension. The Hocking County Prosecutor's Office plans to have a candid conversation with JFS soon about their activities and how they could realistically spend down for this 3rd year in alignment with the project's scope of work and have JFS prepare a budget for this amount. After this conversation, the grant manager will have a better idea of how much money would be left-over and how the funds will be allocated. Three other agencies who were subcontracted with grant funds may spend additional funds in year 3. Another agency, TASC of Ohio (unrelated to TASC, CHJ), does similar work to JFS that they could also consider. CHJ told Hocking County that BJA would likely advise them to submit a GAN if they plan to bring on another subcontractor.
9/9/20: CHJ contacted the BJA grant manager to discuss Hocking County grant spending via email on 9/1. BJA's Jocelyn Linde and CHJ met with the Hocking County grant manager. During this meeting, BJA and CHJ developed recommendations for Hocking County based on the grant manager's information. JFS-Children services levy went through, which affected the spending down of funds (only drawing down 10K). A contract was signed after the passing of the levy and JFS. BJA Recommendation: Ask for an increase in the cap to match 10K per client – must show BJA what has been done in the past and why the original estimation was an error or miscalculation. Raising the cap is not unreasonable in this case. Go back to the original budget and figure out what is working (add money to that) and what isn’t working. TASC recommendation: Have JFS help develop the argument of why a cap increase is needed. CHJ scheduled a follow-up call with Hocking County for 9.18.20. Recommendation from BJA: Unlikely to have a new vendor/contractor in place and run in time for programming, a new GAN can’t be submitted until October and won’t be approved until mid-November. The likelihood of getting another NCE is unlikely. Recommendation from TASC: Gather stakeholders to discuss meeting project goals and objectives and leverage the county prosecutor’s office to assist. Next steps: Check-in at the beginning of October after Gretchen has contacted her partners. TASC will work with Gretchen and JFS. Invoices have been submitted.
11/19: In response to a check-in email CHJ sent the day before, the site stated that they have not completed the GAM but have the subcontract amounts for the GAM request. The grant manager expressed confusion about the GAM process in JustGrants, and the training video found online does not match up with what is in their JustGrants account. CHJ recommended scheduling a call with the site and the BJA policy advisor to discuss the GAM and what the site's next steps should be. They were not awarded our COSSAP grant that they applied for. As a result, they are writing a letter of appeal that is being backed by their Congressman.
Unless they find additional funding by October 2021, they are not sure how likely the HOPE QR Team will continue.
12/11/20: CHJ, BJA, and Hocking County met to discuss the GAM and the agency's budget. The call resulted in updating the budget to match the agency's goal and a step-by-step tutorial on uploading the GAM. The BJA policy advisor also discussed potential grant opportunities that the site could apply for.
