• PREA Resource Center (PRC) coaches provide a direct link from the PRC to BJA PREA demonstration sites.
• The coach provided information regarding PREA training materials currently available to the site.
• The coach provided information regarding PREA training materials currently under development that may of use to the site going forward.
• As a thought partner, the coach explored cost-effective alternative strategies for meeting the goals and objectives proposed in the site's grant.

Milestone Description

Selection of an experience and energetic PREA Coordinator revived the dormant grant-funded PREA implementation project. The Coordinator’s extensive effort to communicate with the compliance officers has engendered receptivity to PREA.

Other Relevant Information

Just Detention International (JDI) is expected to begin providing assistance in mid-April. The first task will be policy revision.

Milestone Description

As of June 22, LASD has new leadership – Sheriff James Mc Donnell. The contract for services from Just Detention International (JDI) to the LASD was approved by the board of supervisors.

Other Relevant Information

JDI conducted fact-finding visits through its tours of the custody and patrol divisions, specifically, station jails, courthouse lock-ups, jail facilities and transportation units. JDI will convene focus groups in a variety of facilities.

The policy review has been completed. Just Detention International (JDI) has been conducting focus groups with corrections staff throughout the facility. Revised PREA compliant policies and procedures are awaiting approval by leadership. As anticipated, there has been an increase in inmate reporting of incidents of sexual harassment and abuse incidents.

The evaluation process is moving forward. The internal services division will select a vendor to evaluate the LASD.

Milestone Description

The policy review has been completed as previously stated. Just Detention International (JDI) continues to assist the facility with recommended revisions. Rather than a department-wide PREA compliant policy, the LASD is considering a ”PREA chapter” in the operations manual that covers the detective bureau. The county council must approve policy changes before training can be initiated.

There has been little progress addressing protection of LGBTI inmates who are not housed in the separate unit established by the terms of a consent decree.

The city council reviewed and modified the proposed revised policies. Just Detention International (JDI) continues to assist the facility with recommended revisions. PREA training for compliance manages and staff cannot begin until the policies are approved.
