Staff training for new corrections officers, most of whom ate part time has occurred. Inmate education is conducted on a weekly basis. Groups are limited to 15 participants. The JDI video has been incorporated into the presentation and PREA brochures are being distributed to attendees.
The vacant position of PREA Coordinator has been posted. Expectations are high for the replacement due to the exceptional competence and productivity of the original coordinator.
PREA Coordinator Vanessa Ibara joined the team on June 26, 015. Ms. Ibara has pursued extensive self- study of the standards and webinars and materials available through the PRC. She has developed bi-lingual posters for inmates and their visitors. However, the inmates’ PREA educational materials are only available in English. Ms. Ibera plans to translate the materials.
The third-party reporting procedure is at the preliminary stage of development. There is a pilot project with the US Marshall Service which may be available to federal inmates. A local non-profit organization known as PILAR may assume responsibility for county inmate third-party reporting.
The PREA Coordinator has been diligent in her effort to advance PREA implementation. Select policies and procedures have been the subject of PRC technical assistance in an effort to engender support and approval by the administration. Staff training and inmate education cannot commence until the policies and procedures have been approved. The PREA Coordinator has translated numerous PREA-related educational materials into Spanish.
The third-party reporting to the PREA Coordinator via regular mail or telephone is now available. PILLAR, a local non-profit counseling agency, has agreed to make their 24 hour hotline available for inmate reporting. A memorandum of agreement is awaiting approval by facility administration.
