It appears that significant progress has been made since the current PREA Coordinator was hired by recently retired Chief Brown. Reporting incidents of sexual abuse has increased. Investigations are more rigorous. Evidence is collected by SAIN in the hospital. 8ere are “hot lines” available to the PREA Coordinator’s office as well as to the local women’s center.
The PREA Coordinator regularly conducts om-line staff training. Training via DVD is also available. Consultants from the University of Houston are reviewing the process of data collection in all facilities.
Harris County has a new sheriff, Ron Hickman. The PREA Compliance Manager has been intensely involved in educating leadership about PREA. The Sheriff receives documented progress regarding standards implementation and questions asked by PREA-related agencies.
Preparation is in progress for staff training which begins in September 2015 and concludes in August 2016 – 4 hour refresher for those previously trained and 8 hours for new staff.
The PREA Compliance Manager has been intensely involved in weekly training of new hires, contractors and volunteers. The PREA Compliance Manager has conducted several investigations into complaints of sexual harassment and sexual abuse. The outcome included both substantiated and unsubstantiated allegations.
Housing the transgender population in protective custody and the provision of group counseling was favorably reviewed during audit. However, two facilities were placed on six months corrective action due to the placement of youthful offenders in the adult population among
The PREA Compliance Manager initiated several programs in Harris County facilities in an effort to achieve equity in services to the LBGTI inmates. Support from correctional leadership ensured educational opportunity and access to group counseling from the Montrose Center.

The position of sexual abuse investigator is in the process of being filled.
The PREA Compliance Manager continues her effort to secure an approved vendor to provide partitions and curtains to ensure PREA compliance in the residential units.

Youthful inmates will be relocated to a dedicated facility in Fort Bend County which is on “the outskirts” of Houston. Confirmation is awaited. Harris County is unable to provide a separate facility.
