Specifically, I wanted to call your attention to access for individuals who were not able to make the event (see highlight). Held a phone call with the new Site Coordinator, Inspector King, and BJA to introduce the SAKI TTA program, address questions and learn more about his goals. Summary:
It was great speaking with you today and learning more about your goals for the SVU under SAKI. As a follow-up to today’s discussion:
• Dr. Angela Williamson and Mila Hago are with the Bureau of Justice Assistance (BJA). BJA funds the National SAKI program that supports 71 jurisdictions across the United States with implementing a multidisciplinary approach to investigating sexual assault cases resulting from evidence found in sexual assault kits that have not been submitted for testing and analysis.
o Angela supervises the National SAKI program and is the FBI ViCAP Liaison, point of contact for SAKI sites.
o Mila Hago is a State Policy Advisors and is your point of contact for programmatic aspect of your SAKI award.
• I will be your SAKI TTA liaison. I work for RTI International, which is an organization based in North Carolina that holds the SAKI Training and Technical Assistance grant. I’m here to offer any support you need as far as training and technical assistance as you navigate the rest of your SAKI award. You’re welcome to reach out any time, but I will at least be reaching out monthly to see how things are going and if we can assist in any way.

• As a result of today’s call, there are some programmatic things you should consider:
o Don’t limit your review to stranger cases. You encouraged to move forward with reviewing cases stranger rapes and get those cases uploaded into CODIS.
o As you’re reviewing the goals and objectives and looking to expand the scope to review cases that took place to 1996-March 2017, please let us know if you have any questions regarding investigation of cold cases, victim notification, CODIS hit follow up, case prioritization, establishing a multi-disciplinary response or anything else regarding the investigative process.
o SAKI funding can be used to support bringing in additional staff to help locate additional evidence and SAKs to help reduce the turnaround time from 60 days so the investigations can move more quickly.
o Since NY state is outsourcing forensic genetic genealogy cases, do keep in mind that SAKI funds can be used to support the investigation of FGG cases in your agency. As for the inquiry from Montana, you’re encouraged to utilize the FBI regional offices for help.
o Mila will be in touch soon to share your agency’s most recent budget information and progress report(s).

o Under the “Learn” tab, you’ll be able to gain access our Toolkit which offers a lot of resources to aid jurisdictions with sexual assault reform. You’ll also be able to access our webinars and other resources under this tab.
o The “Resources” tab offers additional resources and recommendations for effective investigative processes.
• When you’re ready, we will set up a call with Ilse Knecht at Joyful Heart Foundation to discuss the possibility of convening a meeting with the appropriate stakeholders regarding the challenges you’re experiencing with the Sex Offender Monitoring Unit.
