The Council of State Governments (CSG) Justice Center--a national nonpartisan nonprofit representing state officials in all three branches of government that works at federal, state, and local levels to advance policy and practice--is working in Pennsylvania to reduce incarceration for people with serious mental illnesses in county prisons. The Commonwealth, led by the Pennsylvania Commission on Crime and Delinquency and its Mental Health and Justice Advisory Committee (MHJAC), is a national leader in this space through its involvement in the Stepping Up initiative--a national initiative dedicated to helping counties achieve measurable impact in service of this goal. The CSG Justice Center is looking forward to connecting with the Governor's Office and agency policy directors to 1) brief the directors on progress to date and obtain feedback, 2) preview and get input on future directions and priorities, and 3) determine opportunities to engage agencies that are touching this population to support shared goals. The meeting agenda includes introductions, background on scope of problem, overview of Stepping Up in Pennsylvania, the Statewide initiative and technical assistance center, the Strategic planning and state policy scan project, as well as discussion and next steps. Discussion questions focused on (1) any questions or feedback on the work completed to date; (2) reflections on the direction being taken moving forward; (3) how their agency is interacting with or touching this population (people with serious mental illnesses who are involved or at risk of being involved in local criminal justice systems); (4) the ways in which their agency is setting priorities and policies that are relevant to this population; and (5) for the agencies that are touching this population, how can the CSG Justice Center best connect with them (or their designees) to follow up.
