“Body-worn cameras represent one new form of technology that is significantly affecting the field of policing” (vii). Law enforcement agencies across the country and worldwide are using body-worn cameras as a promising tool to improve law enforcement interactions with the public. Evidence indicates that the presence of body-worn cameras help strengthen accountability and transparency, and can assist in de-escalating conflicts, resulting in more constructive encounters between the police and members of the community. Body-worn cameras provide a visual and audio record of interactions. Preliminary research based on studies of multiple implementations and scenarios shows that departments deploying body-worn cameras receive fewer public complaints and file fewer use-of-force reports, “and that officers and civilians both act in a more positive manner when they’re aware a camera is present” (5-6). The goal of this project is to provide the leadership, guidance, and resources necessary to assist state, local and tribal law enforcement to implement a body-worn camera program.
