The NCJA project team reviewed the 2018 Strategic Plan submitted by the Illinois SAA. This plan was submitted in the year prior to the new strategic planning requirement mandated by the Justice for All Reauthorization Act for 2019 applications.
Plan Strengths:
The plan includes a wide range of stakeholders and has a very clear decision-making structure. The use of the Strategic Operations Committee is a great idea for planning purposes. There is a clear process for sub awards and the priorities are outlined. There is a strong emphasis on multi-disciplinary partnerships which is a great best practice. They briefly and generally explain how they will engage stakeholders. There is a clear plan for sub awardees to submit data regularly for performance reviews.
Plan Opportunities:
Overall the plan is very general and includes little detail or specifics on how the plan will be implemented.
1) Specific information on stakeholder engagement to include the information received form surveys, focus groups and data.
2) Need to include baseline data to show how the priorities were outlined and how outcomes will be measured for success.
3) Need to include specific and measurable outcome data points.
4) Need specific funding plans broken down by priority area.
5) Include information on a plan with changing priorities or funding elements and how they will be addressed.

Using a standardized scoring rubric reviewed by BJA, the NCJA team reviewed the plan submitted by the SAA for their 2018 Byrne JAG grant application. This review serves as a baseline prior to new reporting requirements implemented with the 2019 Byrne JAG applications. Review of the plan and notes related to strengths, weaknesses and opportunities.
