The NCJA project team reviewed the 2018 Strategic Plan submitted by the Idaho SAA. This plan was submitted in the year prior to the new strategic planning requirement mandated by the Justice for All Reauthorization Act for 2019 applications.
Plan Strengths:
Idaho has a wide range of stakeholders involved in the planning process. There is a good amount of baseline data included in the plan. The priorities set forth include best practices, data collection, sustainability and exit strategies. There is a formal work plan with persons responsible assigned and completion end dates. Funding priorities were identified and specified for 2018.
Plan Opportunities:
1) Although data collection barriers are mentioned the path to collect data from sub awards (PMT system) is also outlined, neither giver specific information.
2) It was not clear how the stakeholders specifically came to the conclusion of their priorities and what process was used for stakeholder engagement.
3) There is a need for more specific and measurable goals for future outcome tracking.

Using a standardized scoring rubric reviewed by BJA, the NCJA team reviewed the plan submitted by the SAA for their 2018 Byrne JAG grant application. This review serves as a baseline prior to new reporting requirements implemented with the 2019 Byrne JAG applications. Review of the plan and notes related to strengths, weaknesses and opportunities.
