The NCJA team reviewed the 2018 Byrne JAG strategic plan submitted by the Arizona SAA.
Plan Strengths:
This plan includes a tremendous amount of relevant data and research. Goals and outcomes are very clearly outlined and defined. SMART goals are listed and are measurable. The plan includes engagement from a range of stakeholders and is clearly supported with data-based decision-making models. The SWOT analysis included great information for planning purposes.
Plan Opportunities:
1) Outcome deliverables defined with an included timeline
2) Since they have a great list of specific data outcome deliverables, they could be a good state to push further into having more outcome and efficiency measures rather than mostly outputs. There is also room to change or add some of their count measures to %’s since percentages can sometimes paint a more accurate picture (ie. Number of successful completions in substance abuse programs vs. % of successful completions in substance abuse programs)
3) Although priority areas are defined, there could be more information regarding the breakdown of how the funds will be spent in each priority area.
