The NCJA team reviewed the 2018 Byrne JAG strategic plan submitted by the Alabama SAA.
Plan Strengths:
Alabama includes a great amount of information regarding their 2014 survey data that demonstrates a strong effort in stakeholder engagement. The stakeholder input from that survey is a driver in their goal setting and priorities. The priorities are clearly outlined and seem to be align with best practices to address their needs (mental health services in facilities, alternatives to jail/prison, etc.)
Planning Opportunities:
1) Address more specific and measurable goals for outcomes
2) Include additional baseline data such as crime rates, prison and jail populations, number of substance abuse programs currently in place could offer information for further defining SMART goals to determine the level of success down the road.
3) The are no specific goal timelines identified
4) The percentages of how past programs were funded is outlined but it is not clear how future funding will be allocated. It would be interesting to see if they spend their funds according to what the survey results suggest, as this was different then the funds were spend in 2012.
5) Although the survey data, and the process in which it was gathered is invaluable, it is becoming outdated for a 2018- future plan. Some updated information may be helpful to include.
