The NCJA project team reviewed the 2018 Strategic Plan submitted by the Alaska SAA. This plan was submitted in the year prior to the new strategic planning requirement mandated by the Justice for All Reauthorization Act for 2019 applications.
Plan Strengths:
Overall the plan clearly defines what general goals they would like to accomplish and the research that supports the need for these goals. It has includes a lot of data to support their problem statement related to Domestic Violence and Substance Abuse issues.
Opportunities:
1) More specific and measurable outcomes to be identified to include baseline data.
2) Discussion on data collection barriers.
3) Specific timelines for goal accomplishments.
4) More specific notations of how the funds will be dedicated by purpose area.
5) There is a strong focus on seizure and interrupting distribution of illegal substances with less of focus on front end substance abuse interventions and treatment which are known best practices to the reduction of substance abuse related crimes. There could be room to include more engagement from treatment provider's or research on how task forces dedicated to substance abuse related crimes are successful without a front-end treatment component.
This review will be shared with the SAA and used to guide TTA offerings.
