Michigan State University, School of Criminal Justice (MSU) received the 2018 award for Category 1 Project Safe Neighborhoods (PSN) Training and Technical Assistance (TTA) provider. MSU will work with CNA (Category 2) and NCVC (Category 3) throughout the grant period to provide assistance to the national PSN program, BJA, OLP, EOUSA and any other entity requesting assistance implementing PSN strategies.

MSU reviewed final grant reports for Syracuse (FY17), Milwaukee (FY15), Columbia (FY15), Bakersfield, CA (FY17) and Baltimore, MD (FY16). Consideration is being given to turning a summary of the reports into a resource for the National Conference.

The partners created post TTA evaluations for recipients of PSN TTA activities. Results will be included in TTA summaries/follow-up reports.

The partners worked on creating a post TTA report template for TTA providers/SMEs to complete if PSN funds were used to support their work. The template will be available for use the first of the year (2020).

A TTA tracking form was developed. The form will be in an online format at psntta.org at the first of the year (2020). The form is color coded for a quick reference to the “state” of the TTA request.
The partners continued to build content on the psntta.org website.

The team continued the weekly calls. Toward the end of the year/reporting period, discussions began about the possibility of going to a bi-weekly call.

The team received final approval on the FY19 Grant Action Plan, a modified version of the FY Strategic Action Plan. The GAP was made accessible to the sites on the psntta.org website. A few completions were received before the end of December. The GAPs will be reviewed by MSU (and other PSN TTA team members) and a recommendation of “approved” or “needs revision” will be provided to BJA. A similar process as approval of the SAPs.

The team developed and delivered a new grantee, FY2019 webinar on November 7.

The team began developing a “Building and Enhancing Project Safe Neighborhoods Partnerships and Strategies” webinar to be delivered first of the year (2020).
The team created a training catalog which can be found on the psntta.org website.

The team continued to send out tweets on PSN activities.

MSU assisted with National Conference planning. Suggested sessions and presenters was shared with the Partners and BJA.

MSU provided frequent PSN field updates to Kate McNamee to inform the Director of activities, successes and innovations.

MSU fully transitioned PSN FY15 funding efforts to FY18 as the FY15 grant was closed out September 2019. All final reporting was completed and submitted to BJA.

MSU continued to assist with coordination of the delivery of the Rich Hobson, Armed Offender training. Six cities received the training with financial support from NTTAC:

Training scheduled for Oshkosh, WI; Kenosha, WI and Milwaukee, WI were postponed from their original November 2019 training dates to January 15, 16 and 17, 2020 respectively and will be supported by NTTAC. The training is very popular and requests (e.g., MA-Springfield, Boston, LAE-New Orleans, TXN-Amarillo, MIE-Saginaw) are in the cue once funding is secured.

MSU provided TTA funds to support a PSN training in October in Somersworth, NH. Rich Hobson delivered modified sessions of his Armed Offender training. The sessions were very well received.

Heather Perez held initial calls with the South Central and Pacific region districts as part of her role as an analyst. She also began scheduling calls for the first of the year (2020) .

Heather Perez and Benjamin McCarthy continued to work with BJA, EOUSA, national trainers, OKW and the South Central region to deliver a regional, pilot Domestic Violence training. The training will tentatively occur Winter 2020 in Oklahoma City.

The MSU team attended a PSN TTA meeting at BJA on July 19th.

Ed McGarrell and Heather Perez presented at the Innovations Suite Researcher-Practitioner Fellows Academy, Multiple sessions, in Denver, Colorado, on July 30-August 2.

Ed McGarrell presented at the NAC in September.

Ed McGarrell and Heather Perez presented at six sessions at the PSP annual symposium in Memphis, Tennessee on September 11-13, 2019. Post presentation, assistance was provided to Davenport/IAS on acquiring a Research Partner and data and analysis. A SME was asked to develop a “one-pager” on Victim/Witness guidelines. The document will be ready first of the year (2020) and will be on the MSU webpage. Additionally, a webinar on sustainability will developed and placed on the MSU PSN webpage: https://psn.cj.msu.edu/index.html

A webinar, “Analyzing Violent Crime Problems”, was developed and recorded by a long time PSN SME. The webinar is on the MSU PSN webpage: https://psn.cj.msu.edu/index.html

Ed McGarrell and Heather Perez conducted a “health check” site visit for Dallas, Texas/TXN on September 24-25. The site is doing well. A follow-up report with recommendations was sent to and approved by the site. The report was shared with BJA as well. Erin Neely-Cox, USAO sent a thoughtful email stating appreciation for the visit.

Heather Perez and two long time PSN SMEs conducted a FLN/Gainesville Drug Market Intervention training in October.

Ed McGarrell and Heather Perez presented at the NCVC annual conference in Denver, Colorado on December 3-6, 2019. Two connections were made with MIE/Saginaw and IACP. PSN TTA (analytical support and Armed Offender training) were discussed with MIE. IACP would like some of the Law Enforcement-based Victim Services sites to complete the VRAT.

Open DOJ solicitations were shared with the partners and the field to encourage multi-faceted/over-lapping violence reduction, community improvement funding and efforts.

MSU worked on developing a legacy document, PSN “blueprints” document. The document is under review by EOUSA and will then go to the site liaisons and analysts.
MSU continued to work with the active competitive funded PSN sites to offer TTA.

Heather Perez worked with EOUSA to get the most current PSN POC contact information for FY19.
VRAT Feedback was provided to FY18 districts: VT and ND.

Heather Perez assisted a long time PSN SME with preparing a presentation for a NCJA panel to speak from the SAA perspective.

MSU reached out to a few long time PSN involved SMEs to ask for suggested webinar topics. Suggestions included:
• Developing a plan that takes into account performance measures and outcomes;
• Dealing with 1373 and other mandatory certifications;
• What works in reducing violence short term and long term;
• Using research to build sustainability;
• Tapping into other funding streams to build capacity;
• Building and maintaining an effective PSN Team;
• What resources are available to PSN recipients
• Independent researcher
• Crime analysis and prosecutor; role of local prosecution in PSN
• Crime Analysis: What’s needed for PSN
