The COAP Training and Technical Assistance (TTA) team partnered with the RSAT TTA team and the Philadelphia Department of Prisons (PDP) to offer a site visit training opportunity for two persons per COAP grantee project site. The selected grantee teams participated in a 1 ½-day training at the Curran-Fromhold Correctional Facility in Philadelphia. The training was held on September 26-27, 2019, and covered how PDP expanded its Medication-Assisted Treatment (MAT) from methadone only to all three opioid medications (Methadone, Suboxone and Vivitrol) and the procedural changes associated with this expansion. There were 11 COAP grant attendees from: Yurok Tribal Court, CA; York Co. Sheriff’s Office, SC; Police Department City of Rock Hill, SC; Winnebago Co. District Attorney’s Office, WI; Shelby Co., TN; Bexar Co. Prevention and Intervention Program, TX; Orleans Parish Criminal District Court, LA.

AHP coordinated this TTA. Eleven COAP grantee staff were sponsored by BJA to visit the Philadelphia Department of Prisons for 1.5 days (September 26, 2019-September 27, 2019) to learn about their MAT program. Those participating in the site visit learned about obtaining patient consent, how screenings for opioid use disorders are conducted, and how Suboxone and Methadone are administered and diversion avoided. The site visit also covered practices and procedures surrounding medicine lines and release and re-entry planning, including referrals for community care, the provision of pills upon release, and discharge documents and program evaluation. The PDP provides Suboxone to over 3,000 detainees and sentenced individuals annually. Participants learned of program staffing needs for MAT and concurrent treatment, expenses related to its expanded MAT program, and MAT program results. Jail staff described how the program was implemented and modified from a small pilot to where it is today.
