A technical assistance visit took place on Friday, February 6, 2015, in Atlanta, Georgia. MSU engaged in multiple follow-up emails and a phone conversation with DMI partners in the Northern District of Georgia to provide continued implementation assistance for their PSN Drug Market Intervention initiative. A thank you letter was sent to the Chief of Police and Acting United States Attorney. A site visit summary will be provided to the site as well as BJA. A secondary technical assistance visit will occur in support of the community.
In mid-March, Heather Perez spoke with Laurel Boatwright, AUSA assigned as the DMI Project Coordinator. Status updates were provided as well as a discussion of tentative dates for the second, community TA piece. The third week of May is under consideration.
Heather Perez spoke with Laurel Boatwright on 4/29/2015 regarding arrangements for the secondary, comprehensive, onsite DMI TA. Chief Marty Sumner, Pastor Copeland, and Heather Perez will travel on site on June 2-3, 2015 to fulfill two TA requests. Bob Hood, APA, will also travel on-site using APA TA funds.
Prior to the June 3 technical assistance offering, Reverend Copeland, Rockford, Illinois, made an onsite visit (May 26) entailing meeting with Laurel Boatright, Assistant United States Attorney and Drug Market Intervention Coordinator, nine members from six churches in or near the target area, and attendance at a neighborhood association meeting in the DMI target area. Initially Reverend Copeland was to be part of the team on June 3 however a scheduling conflict prevented his involvement on that date. He was able to still provide assistance as he was in the Atlanta area on personal business and was able to stay over one day to provide DMI assistance. Reverend Copeland’s participation was supported by MSU TTA funds. Reverend Copeland’s guidance and presence was well received as indicated by follow-up communications and relayed information during the June 3 visit. An evaluation was not provided for this visit.
Chief Sumner, Bob Hood, and Heather Perez did travel onsite for a June 2 meeting with Laurel Boatright and APD. Throughout the day on June 3 approximately 50 individuals representing local, state, and federal agencies filtered in and out during the DMI presentation. A summary of visit including recommendations and evaluation results will be sent to the site and BJA. As reflected in the overall scores and the amount of discussion throughout the day, the presentations were well received and there is enthusiasm as well ability to implement the DMI.
The site federally indicted 28 A list offenders. A take down of those A list offenders occurred on June 10, with the arrest of 17 of the 28 that were in the neighborhood. A total of 18 B list offenders are under consideration. The B list will not be finalized without input from key community members who may have additional information pertaining to the offenders. A call-in has not been set.
The site held the DMI call-in. The call-in went very well. Heather Perez and Marty Sumner spoke with Laurel Boatright prior and post call-in. Telephone contact will continue in effort to assist the site with full implementation of the model.
Heather Perez and Laurel Boatright spoke on August 7 to discuss the Maintenance Phase including, APD overtime, National Guard involvement, and evaluation. Heather has tracked several news stories and shared information with the MSU team regarding progress.
On August 17, Heather Perez provided DMI related information to Didi Nelson for a National Guard press conference on the neighborhood clean-up/abandoned property tear down.
Heather Perez will periodically contact the site to discern progress and to offer evaluation assistance if needed.
