The Bronx, New York District Attorney’s Office requested assistance to develop a policy plan. John Skinner and Beth McGarry were selected to fulfill the request and conducted a one-day onsite visit in September 2019 to facilitate a strategic planning session with agency stakeholders. The providers delivered a summary report to the Bronx DA’s office in October 2019.
Bronx District Attorney Darcel D. Clark took office in 2016. Prior to her election, the previous DA had
been in office for 27 years. While the efforts of the previous administration met the needs of the
community at that time, the landscape of prosecution is constantly changing. The DA’s Office is
grappling with how to strategically plan and implement policies that promote public safety while
conforming to the idea of a 21st Century Prosecutor. In 2019, the New York State Legislator passed

sweeping criminal justice reform laws that change the way that prosecutors and law enforcement
operate.
This TTA will help create a vision, violent crime strategy, and prosecutorial practice policies that will
adhere to this new legislation but also aim to continually reduce crime in the Bronx.
