The Hampden County Sheriff's Department requested the “Speed of Trust Train-the-Trainer” program. BJA NTTAC provided funding for facilitator and participant kits and travel support for one instructor from FranklinCovey to deliver the course to seven members of the Hampden County Sheriff's Department from October 30-November 1, 2019.
There currently is a prevailing spirit of mistrust of the Criminal Justice System among the citizenry we are sworn to serve and protect. Media, in all its forms are rife with examples of ethical, moral, and sometimes legal violations committed by those in service to the public. The Hampden County Sheriff’s Department serves to be an example to our profession by upholding and maintaining the trust and accountability due our incarcerated population and the public at large. Building trust and credibility is at the core of all rehabilitation. The focus of our request is preventative rather than corrective. The Hampden County Sheriff’s Department is seeking to be proactive with regard to internal culture. Trust must be developed and maintained within an agency before we can extend it to our populace.

In an independent 2017 study, the PEW Research Center determined that although crime rates dropped by almost 49% over the last ten years, the perception that crime has gotten worse has increased by almost 60%. Compound that perception with only 45% of violent crimes being reported to police, further highlight the impact that low-trust has on our communities. The emerging public safety need is that communities that have low risk, fail to report crime at a higher rate which leads to increased belief of a loss of public safety. Knowing that incarcerated individuals have a higher likelihood of re-entering into at-risk communities, we have an incredible opportunity to “seed trust”.
