Description of the Problem

There currently is a prevailing spirit of mistrust of the Criminal Justice System among the citizenry we are sworn to serve and protect. Media, in all its forms are rife with examples of ethical, moral, and sometimes legal violations committed by those in service to the public. The Hampden County Sheriff’s Department serves to be an example to our profession by upholding and maintaining the trust and accountability due our incarcerated population and the public at large. Building trust and credibility is at the core of all rehabilitation. The focus of our request is preventative rather than corrective. The Hampden County Sheriff’s Department is seeking to be proactive with regard to internal culture. Trust must be developed and maintained within an agency before we can extend it to our populace.

How do you anticipate that the requested assistance will address the problems?
As of September 2018, The Hampden County Sheriff’s Department has implemented a Servant Leadership philosophy to serve as the cornerstone of our agency’s culture. An integral part of The Servant Leadership philosophy is building and extending trust as a core behavior. For those who are called to our profession, trust is the foundation and currency of every interaction. In addition, trust must be cultivated internally before it can be extended and shared outwardly towards those we serve. On January 24, 2019 in Waltham, Massachusetts, four of our staff assigned to Training and Staff Development within the Hampden County Sheriff’s Department attended a Speed of Trust training event hosted by Franklin Covey and taught by Stephen M.R. Covey. We were all in agreement that this topic is the next step in creating a departmental culture of trust and transparency. Furthermore, the Sheriff has agreed with this assessment that we are committed to the training of 70 of our uniformed supervisors and Director of Human Resources in Speed of Trust. These 70 supervisors are the backbone of our agency and are the change-agents within our culture of service. Leading by example, they will have influence and impact with officers they supervise, the public they serve, and the offenders they rehabilitate. It is the Hampden County Sheriff’s Department agenda that with this funding opportunity they will be able to prevent identify and address any gaps in trust that could hinder the vision and mission Hampden County Sheriff’s Department.

Additional Info

In an independent 2017 study, the PEW Research Center determined that although crime rates dropped by almost 49% over the last ten years, the perception that crime has gotten worse has increased by almost 60%. Compound that perception with only 45% of violent crimes being reported to police, further highlight the impact that low-trust has on our communities. The emerging public safety need is that communities that have low risk, fail to report crime at a higher rate which leads to increased belief of a loss of public safety. Knowing that incarcerated individuals have a higher likelihood of re-entering into at-risk communities, we have an incredible opportunity to “seed trust”.
