On July 9, 2019 Ray Martinez, administrator for the Virgin Islands Law Enforcement Planning Commission (LEPC), the US territory's SAA, completed an online request for planning TTA. The agency is designated with exclusive oversight to administer, monitor, and evaluate federal funding to address criminal justice, juvenile delinquency, and victim services initiatives from the USDOJ grant programs. The Commission is vested with the statutory responsibility of providing policy advice and guidance to the Governor and is established to be the State planning agency for the criminal justice system in the Territory.
The Virgin Islands had not previously development, nor implemented a strategic plan. The SAA requested assistance with developing a plan that would meet new requirements for JAG funding, as well as other available USDOJ grants. The SAA sought assistance with identifying and engaging stakeholders; identifying issues and priorities; working with data systems; implementing evidence-based practices; and evaluating programs and policies. Elaborating on this, the SAA noted that their biggest challenge would be to obtain buy-in from organizations utilizing funding awards. In addition, the SAA sought to improve its data collection and analysis so as to create concise reports. The TTA was desired to help the SAA evaluate "where we have been, where we presently are, and where and how we get to the next level."
A mix of onsite and offsite (phone, email, webinars, etc.) training and technical assistance was requested.
Numerous calls have been conducted with the SAA and staff. SAA Director Ray Martinez attended the regional strategic planning workshop in Santa Fe, NM in December 2019.
NCJA is working with the SAA to develop a stakeholder survey for gathering information to inform priorities for the Byrne JAG strategic planning effort in USVI. NCJA provided a sample question bank in December 2019 and the SAA provided edits and proposed additional questions for inclusion.
