On June 20, 2019 IACP participated in a technical assistance call with BJA and OVC-TTAC staff with the Las Vegas Metropolitan Police Department. The call was in reference to an emerging critical issue for the LVMPD and Southern Nevada HTTF regarding "robbery-based crimes committed in conjunction with a prostitution-related context called trick rolls." LVMPD recently engaged in a research study led by the Arizona State University School of Social Work's Office of Sex Trafficking Intervention Research in which report data from 467 prostitution-related robbery cases from October 1, 2017 - October 1, 2018 were analyzed.
LVMPD has requested the use of ECM funds from BJA to support operations activity targeted at the "trick rolling" identified and explored by this research report. The intention of the request is to using the research to inform and reshape some existing LVMPD law enforcement operations/tactics in order to identify additional victims and offer services to victims of sex trafficking, potentially earlier than in the past. On the TA call, LVMPD summarized the information described in the trick roll research project report and discussed what potential operations they would seek to fund through BJA.
The call concluded with the decision that LVMPD would create a draft of written protocols to describe the proposed trick roll operations, for review by BJA and TTA partners.
