The opioid abuse problem in the state of West Virginia and the associated increase in crime have reached an extreme level. Crime is often one of the by-products of drug abuse and addiction. According to the Uniform Crime Reports, the rate of violent crime arrests in West Virginia increased at more than twice the national average, 6.8% from 2014 to 2015 (3% increase for the U.S. as a whole). Harrison County Sheriff's Office (HCSO) has used TIPS funding to create a Justice Information Sharing system for the region and the state, and through the use of analytic technology and broad- based collaborative partnerships, create a program that will effectively assist both law enforcement and community-based partners to address the problem from a unified front. HSCO has also used TIPS funding to hire a dedicated crime analyst and a data entry person to work solely on the program. Police Foundation and SEARCH provide ongoing support for any potential TTA identified or other issues to ensure the project implementation is on track.

Through remote TA, the TA team validated data analysis processes and facilitated outcome discussions to clearly document how stakeholder agencies leverage data to fulfill operational responsibilities. HCSO Analytics Team publishes a TIPS Intelligence Bulleting every two weeks that describes recent drug trends within the county from first responders, law enforcement and corrections stakeholders.
HCSO’s staff provided several anecdotal success stories that described how their team provided specific location and intelligence data that led to the arrest and prosecution of an individual on drug and gun possession charges. In another case, the Harrison County team supported a regional drug task force by analyzing and providing location and activity data that resulted in a raid, which eliminated drug activity in highly trafficked area.
