As the City of Durham is experiencing a precipitous increase in its violent crime rate (especially in relation to firearm usage), the Durham Police Department (DPD) has identified there is a lack of timeliness and efficiency in the processing of evidence between agencies. DPD currently has a forensic lab (completed in 2008) but TIPS funding was secured to help the process of linking evidence between cases. The TIPS project aims to improve the self-sufficiency of the DPD Crime Lab, improve the quality and timeliness of forensic services, and help improve the clearance rates of cases involving forensic ballistic evidence for the DPD and the surrounding agencies we serve. This project “ uses TIPS funding for the purpose area of “Criminal Justice Systems Improvements” and to address the local challenges of the National Integrated Ballistic Information Network (NIBIN) National Repository. Police Foundation and SEARCH provide ongoing support for any potential TTA identified or other issues to ensure the project implementation is on track.

The project team has set up the NIBIN machine in the new headquarters. As of January 2019, DPD is waiting on a dedicated line to the NIBIN machine as required by ATF. DPD plans to submit a no-cost-extension. DPD’s TIPS team has held one training on the NIBIN machine. As of June 2019, DPD confirmed their spend plan is on track and is waiting for confirmation on their no-cost extension and GAN.
