Sent monthly check-in email to the site on 4/15/19. Susan Horman responed on 4/26:
Thank you for checking in on us. Our project is coming along nicely. At this point we do not have any questions and since it is early in our project we do not have any success stories yet. We have received the communication on the SAKI conference. Shawn Dunn and I are attending and possibly DDA Allison Brown. Our flight and hotel reservations have been confirmed. I look forward to meeting you in person.
Lisa responded and will follow up next month unless the site needs TA before then.
Sent monthly check-in to Washinton County, OR. As part of this check-in, I wanted to follow up with you regarding the following:
SAKI Grantees meeting
We have confirmed the following are registered to attend from your site. Will anyone else be attending?
Susan Horman
Shawn Dunn
Who will be your ViCAP representative?
The hotel block closes May 15th so please book your room as soon as possible if you have not already done so. If you are not able to book your room before the 15th, please let me know and we will make other arrangements for you.
SAKI site successes – we are requesting that each site submit a bulleted list of the 2-3 accomplishments that you are most proud of. Please see the attached email for more information.
Response from Site: Thanks for the check in. A question came up during our meeting with the local lab. If we collect a DNA sample that is a duplicate for the database does BJA want us to count this in our stats? We are also working on a process to get information on CODIS hits to DNA samples we have collected. The lab has some confidentiality concerns and they believe the CODIS MOU will not allow them to release the information to us. How are the other jurisdiction with Lawfully Owed DNA Grants obtaining this information? We have asked the lab to see if a MOU with the District Attorney's Office's giving OSP permission to release the relevant CODIS hit reports to us would be a solution. Without some mechanism to get this information we will only have information on CODIS hits to WCSO cases.
Regarding your questions, Shawn and I are the only ones attending the conference from our site and we have both registered and have our hotel rooms booked. The DA assigned to our project has a trial scheduled during the conference and cannot commit to go. Our grant is to collect Lawfully owed DNA only, do we need a ViCAP representative since we are not investigating cases?
I submitted our Powerpoint slide of our successes as requested.
Lisa responded: With regards to your questions, if you collect a DNA sample that is a duplicate for the database, you do not have to count it in your stats. With regards to the question regarding Lawfully Owed DNA, I am checking with our SAKI team and will get back to you as soon as I have a response on that. As for the ViCAP representative for the SAKI Grantees meeting, someone will have to be designated and sit in on the session, as this is a directive from BJA. Lisa also provided contact information for Rick bell, Mary Weston and Rachel Lovell.
Susan responded to the CODIS piece: I heard back from Oregon State Police's CODIS Administrator and she said that the Doug Hares (NDIS Custodian) said that OSP could not provide detailed hit information even with a MOU from the District Attorney's allowing the CODIS hit reports/information on our collected sample to be released. Mr. Hares said it was a violation of the DNA Identification Act.
Lisa replied and thanked her for keeping us in the loop and let her know to reach out if she needed us to follow up on anything else.
