The Chugachmiut Villages are comprised of 7 villages in and around Anchorage Alaska, most of them rural. The tribe has requested training and technical assistance to improve and build capacity within their existing court systems. They would like training in three (3) areas, all of which fall under the scope of Purpose Area 7 through enhancing the Tribe’s access to Justice Innovation and helping to bring innovative, effective and relevant practices to the communities:
1) Introduction to Peacemaking – This training helps tribes learn about the cornerstones of Peacemaking, understand its relevance to the them and begin thinking about establishing a Peacemaking court. With the help of consultant Professor Shawn Watts, NAICJA will host a two-day training that will provide the Chugachmiut villages with introductory Peacemaking knowledge and the next steps and ways to start thinking about developing Peacemaking Courts of their own.
2) Courtroom Procedure – Having a courtroom that functions in an effective and efficient manner is vital to the justice system and community at large. Port Graham and its neighboring village are in the process of establishing their courts and have request assistance in developing their courtroom procedures. This training, provided by in-house NAICJA Staff Attorney Ansley Sherman J.D., will help the villages establish and sustainable build courtroom procedures that will work for them now and in the future.
3) Community Drug Awareness – With the opioid and drug crisis in full swing, devastating Native American Communities nation-wide, this training provides tribes with the knowledge and awareness they need to begin recognizing and fighting this epidemic in their own communities. This training, conducted by NAICJA Program Coordinator Kate Trujillo M.P.H., will review the 7 categories of drugs prevalent in today’s society, their effect on the brain, intervention and treatment strategies, and how to recognize when someone is using them/the signs of an overdose. The training will provide an additional focus on whichever drugs are affecting the community at hand the most.
All three trainings will take place in the village of Port Graham, where the Tribe feels that the topics will be the most relevant and impactful. The audience for each session is estimated to be 30 people comprised of Judges, court personnel, law enforcement, tribal council members, social service personnel and community members. In order to provide the communities with the training they need, NAICJA is requesting a two-day training for Peacemaking, a half-day Court Procedures training and a half-day Community Drug Awareness training. Two NAICJA staff members and one consultant will attend and facilitate training sessions.

In addition to the three trainings, NAICJA staff will collect information on a profile, currently with the BJA pending profile, for the Tribe’s innovative effort to reach rural Native Alaskans struggling with addiction through the Chugachmiut Addiction Recovery Camps. The camps are held in various rural villages, including in Port Graham. Information will include, but is not limited to: photos, videos, materials and quotes.
