This 1/2 day pre-conference institute was held at the Indian Nations Conference in Palm Springs as a pre conference institute on December 4, 2018. The morning session of this institute will provide a detailed examination of the issues tribes need to address if they are interested in exercising the Violence against Women Act (VAWA) 2013 Reauthorization provisions concerning Special Domestic Violence Criminal Jurisdiction over Non-Indians (SDVCJ). Many tribes that have implemented (or plan on implementing) SDVCJ participate in the Intertribal Technical Assistance Working Group (ITWG) on VAWA Special Domestic Violence Criminal Jurisdiction. The session will discuss the assistance, guidance and benefits from the ITWG. The session will also address the Special Domestic Violence Criminal Jurisdiction: Five-Year Report, which summarizes the results of the first five years of tribal government-expanded criminal jurisdiction over non-Indians under the tribal provisions of the 2013 reauthorization of the Violence Against Women Act (VAWA 2013). The discussion will also include a panel presentation including representatives from tribes that have implemented SDVCJ.

Representatives from various tribes that have implemented (or plan on implementing) VAWA Special Domestic Violence Criminal Jurisdiction participated on a call to prepare for the workshop. This included representatives from Eastern Band of Cherokee, Nottawaseppi Huron Band of Potawatomi, Pascua Yaqui and Sault Ste. Marie Band of Chippewa Indians.The prepared to discuss their participation in the Intertribal Technical Assistance Working Group (ITWG) on VAWA Special Domestic Violence Criminal Jurisdiction. They also planned to discuss their experience in expanded criminal jurisdiction over non-Indians under the tribal provisions of the 2013 reauthorization of the Violence Against Women Act (VAWA 2013).
