NCIA, in conjunction with BJA, continues to work on the revision of the PIECP guidelines. Rather than updating the actual PIECP Guideline itself with an accompanying FAQ document, BJA decided to convert the previous work done on those documents to a PIECP Compliance Guide.

At BJA's request, NCIA's grant manager converted the previous PIECP Guideline and FAQ document to a "PIECP Compliance Guide" for BJA's review in late June of 2018. Within this document conversion process, NCIA's grant manager laid out many signficiant policy questions for BJA's consideration. In August of 2018, NCIA grant manager participated in two conference calls with BJA PIECP management to resolve these policy questions. NCIA's grant manager then sent an updated version of the Compliance Guide to BJA for final review on October 5, 2018.
As of this writing, it's NCIA's understanding that the draft PIECP Compliance Guide is being reviewed by BJA's Office of General Counsel. NCIA awaits approval of this guiding document and will then align it with all other PIECP reporting and disseminate it to the field.
NCIA's Grant Manager, Wil Heslop, participated in a conference call with BJA's Program Manager on December 11, 2019 regarding the new PIECP Compliance Guide. During the call, NCIA's Grant Manager provided some clarification and answered some questions from the Office of General Counsel with the BJA Program Manager. BJA's Program Manager indicated another call would be set up soon with the Office of General Counsel.
NCIA's Grant Manager participated in a conference call with BJA's PIECP Program Manager and Office of General Counsel on February 5, 2020. During this call, the participants discussed some general questions from OGC as well as language in the compliance guide specifically related to court-ordered family support. Additional follow-up emails for clarification followed the call. Additionally, NCIA's Grant Manager reviewd the monitoring plan that NCIA had developed with the BJA Program Manager, also in February of 2020. NCIA awaits the final approval of the PIECP Compliance Guide from BJA and OGC.
NCIA's Grant Manager participated in a conference call/meeting on September 15, 2020, with BJA's PIECP Program Manager during which time they reviewed questions regarding the draft PIECP Compliance Guide resulting from the review of the Guide by BJA's Communications Office. Prior to the call, NCIA's Grant Manager prepared the Compliance Guide document. After reviewing the document in conjunction with the BJA Program Manager, NCIA's Grant Manager then updated the Guide document and sent it back to the BJA Program Manager. It is NCIA's understanding that the PIECP Compliance Guide would then be sent to the Office of General Counsel for a final review and approval.
The PIECP Compliance Guide is still under review by BJA so no additional activity was completed on this deliverable.
