The Weare Police Department has [historically] experienced significant failures in leadership. Allegations of removing alcohol from the evidence room for personal use, supervisors brawling, fraudulent reporting of time worked, etcetera’s have plagued the agency and distracted it from its’ mission for a decade or more. One year ago, a change agent was selected as Chief of Police…and was forced to resign after ten months following affirmed allegations of misconduct. At the time of the COP’s resignation, Mr. Sean Kelly was serving as a temporary contracted consulting Deputy Chief of Police. At the request of the Towns’ Board of Selectmen, DC Kelly has agreed to act as Chief of Police to bridge the gap until a new Chief of Police can be appointed.
Acting Chief Kelly has contracted the Commission on Accreditation for Law Enforcement Agencies, Inc. of Gainsville, VA to conduct a third party assessment of the Weare Police Department. That assessment is currently scheduled for April 2015; the outcome is expected to accredit the Weare Police Department after affirming that Acting Chief Kelly has written and implemented the written directives necessary to drive systems of performance accountability and law enforcement excellence.
In his assessment of the Weare Police Department, Acting Chief Kelly has identified several deficiencies that require immediate attention and training:
Organizationally, there is a diminished sense of value among the officers as they relate to the community. Ethics and integrity are sliding into the back seat as an afterthought, rather than the driving force behind every task that the agency performs. The officers are desperate to be reminded of the nobility of policing and the inexorable link between police and the community;
There has been an absolute failure of leadership by the former Chiefs of Police, middle management and line supervisors. The most recently promoted Sergeants have only a poor example of former employers to model from in their formative years as police officers. They struggle to discern between what they know is the right thing to do and what has been done under similar conditions in the past. Formal training in modern and effective leadership skills, risk management and organizational change management is critical to the future success of this newly [and only partially] formed management team;
Technical training is needed in the areas of first responder to crime scenes; basic investigative functions; basic crime scene investigation and management; interviews and interrogations; effective police report writing; evidence and property handling and storage; crime prevention tactics and CPTED; tactical patrol considerations; safe patrol vehicle operation; domestic violence investigation and reporting; and, sexual assault investigation [particularly related to family-based aggressors]; and,
Technical training is needed for management of the accreditation process. Though Acting Chief Kelly is a long time CALEA Assessor and certified accreditation manager, his skills are needed to lead the overarching organizational change, an accreditation manger is needed to oversee the day to day preparation of the Weare Police Department for assessment.
