The NRTAC is providing TTA to the Tulsa CGIC to further develop and improve their CGIC. The NRTAC will conduct an initial site visit on January 8 and 9, will draft recommendations, and will develop a process map for improvement related to each step of the model 7-step CGIC workflow. The NRTAC will work with the Tulsa CGIC to offer guidance as they implement the recommendations and identify any specific TTA they need to improve their CGIC.

At the request of BJA and in support of BJA’s Local Law Enforcement Crime Gun Intelligence Center Integration Initiative, the NRTAC will conduct an onsite visit at the Tulsa Police Department’s local Crime Gun Intelligence Center (CGIC) on January 8-9, 2019. The NRTAC site team will conduct interviews with individual members of the CGIC, according to their role in the CGIC workflow. The site team will interview individuals involved in every stage of the CGIC process from evidence recovery and processing, NIBIN entry, investigation, analysis, prosecution, and performance measure tracking. The purpose of the onsite visit is to conduct a gap analysis to assess how the Tulsa CGIC compares to the ATF model, develop recommendations for the Department, and identify additional assistance.
At the request of BJA, the NRTAC staff will return to the Tulsa Crime Gun Intelligence Center (CGIC) to deliver the team’s recommendations. In January 2019, the NRTAC team conducted interviews with individual members of the CGIC, according to their role in the CGIC workflow. Following the January 2019 onsite, the NRTAC team developed recommendations for the Department based on a gap analysis and identified best practices. The purpose of this onsite is to deliver the recommendations to the CGIC team and address and respond to follow-up questions related to the implementation of the recommendations.
The NRTAC supported Tulsa's CGIC implementation through monthly check in calls. The first call was on June 20th. While TPD's relationship with the USAO has continued to be strong, they are still working on getting support for developing protocol for case assignments. TPD is tracking the cases not accepted for prosecution as well as the initial charges versus the charges they plea. The goal is to have this help TPD approach the investigations and provide a basis of conversation with DA. Additionally, it is clear TPD will need continued support on enhancing their general analytic capacity but particularly around crime & intelligence analysis. As TPD is working on improving their internal tracking database which will help their analytics, the NRTAC is also working with them to dedicate an analyst to the CGU.
