The Navarro County, Texas Court requested an on-site evaluation of processes of defendants from arrest, prosecution, adjudication, and final disposition in the Navarro County Courthouse, Sheriff's department, City police agency, magistrates. The Center for Court Innovation was selected as the provider for this engagement and conducted an observational assessment of the Navarro County judicial system to better understand case processing and other operational factors that may be contributing to jail overcrowding, noncompliance, or other unsatisfactory outcomes. CCI submitted a final report detailing the assessment and provided recommendations.

In visiting with a former Sheriff of Nacogdoches County, also in Texas, it was brought to my attention that the Bureau of Justice Assistance provided a service when requested to aid small counties such as our in making sure the Justice system was performing as it should. My understanding is it was done through evaluation of the processing of defendants from arrest through conviction and final disposition.
Our problem seems to be very similar to that described in Nacogdoches County, in that we have a recent increase in inmates in our 290+ bed jail over the past few years, but especially the past year.
We simply have not been able to put a finger on the exact problem, whether it be a sign of the times or a deficiency somewhere in processing.
We hold as many court sessions and trials as we possibly can and the number still continues to grow.
So, if possible that you do that evaluation and make recommendations could you please respond to this email with specific directions we need to do to engage your services.
If you do not do this, but know what department does, please advise of that as well.

We need help in finding the source of our problem of an increase in our jail population over the past year or so. Whether it is people waiting on trials or those convicted waiting on transport to prison or a breakdown somewhere WITHIN the justice system slowing everything down.
