CSG Justice Center staff met with grantee following shadowing site visit of another Indianapolis (JMHCP)?grant. Met grantee at PACE, the service provider of the SCA?IRI?reentry project. Dalton Haney of Community Solutions, Inc. (the grant project manager)?organized the meeting. CSG Justice Center staff were given a tour of the PACE?facility, followed by a meeting with the PACE?director (Riannon Edwards) and care coordinator for the project?(Mara and Laura).?
Grantee explained program model and recruitment:?participants must be on community supervision. Right now, they have 70-75 in their control group, and 78 in their treatment group. They do not work with individuals who are sent to prison for more than 30 days--needs to be a short term stay so they can enroll them in the program post-release.?
They have not yet graduated anyone from the program. It is a voluntary program, and participants can choose to go to other service providers that are referred to them by the courts.?
They have consented 175 individuals. The control group is determined in the same way as the treatment group. They are doing both a process and an outcome evaluation, both which will be conducted by AIR. They are trying to determine how to administer a program survey to solicit feedback from participants.?
They have a lot of technical violations--the majority?are FTR--failure to return. The majority of their clients (12)?are on electronic monitoring/home detention.They are currently working with a total of 29 clients. Their parole department notifies PACE?if one of their clients has a violation.?
They submitted a no cost extension request and received a notice that their request should instead be just for 6 months, instead of a year. Last week, they resubmitted the request for just 6 months, though they are still more interested in having a 12 month extension.?
Their evaluator will begin the evaluation in December 2018 if they receive a 6 month extension. Otherwise, it would begin in the next couple of?weeks if they need to finish the grant by September 2018.?
Right now, their project has $150,000 budgeted for "barrier buster funds," which clients can use for various things like rent, child care, prescriptions, transportation costs, utilities, etc. The client just needs to submit proof of the cost to receive reimbursement. They have found that most of their clients do not take advantage of this and will not bring in the proof for reimbursement, even though the care coordinators have been willing to meet the clients out in the community to collect the reimbursements. They are trying to determine if they should reallocate those funds to another part of their project, and aren't sure where that reallocation should take place.
Grantee reported that they conducted a re-assessment and one of their highest risk clients dropped a risk level
Right now, they are looking at?stopping enrollment in the next month or two, but another possibility for using the barrier buster funds could be to extend their enrollment.
In the project narrative, the grantee discusses how this project may serve as a pilot for a future pay for success reentry model in Indianapolis--that is still possible, but before any progress can be made on using the PFS model for reentry in Indianapolis, they need to see the results of this?project to know if it can be successful.?
