Missoula County requested help starting the first diversion program in the state. They will be targeting low-level felonies.Working with the jurisdiction, the training and technical assistance team was able to help the jurisdiction further vision their prosecutor-led diversion program for adult and juvenile drug possession. CCI made a site visit to the jurisdiction in early 2018.

To initiate this project, the Center hosted several telephone calls with Missoula County Attorney Kirsten Pabst and her staff to discuss their vision for Calibrate. The Center then conducted telephone interviews with a wide range of stakeholders, including defense attorneys, probation officers, police, elected officials, and other. A full list of participating stakeholders is included in Appendix A. The purpose of these interviews was to identify opportunities and challenges presented by the proposed program. The interviews revealed a high level of support for the project along with specific ideas and concerns related to the project design.
On January 11-12, the Center facilitated an onsite planning workshop in Missoula. The workshop, which was attended by all the major stakeholders, involved a series of exercises designed to define the goals of Calibrate and decide upon essential program features, including eligibility criteria, screening and referral process, case planning and treatment services, supervision structure, program length, legal consequences of success and failure, and more.
