As part of the transition to Phase II, CJI held meetings with the Pardon and Parole Board and the Department of Corrections. CJI also attended an Oklahoma for Criminal Justice Reform event and planning session.
Given the importance of the new parole policies, CJI staff have reviewed the new laws and have begun background research to prepare for Phase II assistance. CJI is also working with the Pardon and Parole Board to put together an implementation plan.
Lastly, CJI assisted Oklahoma in drafting the Phase II Letter of Interest and provided information to the Governor’s office to inform the creation of an implementation oversight committee.
As part of the transition to Phase II, CJI held meetings with the Pardon and Parole Board and the Department of Corrections as well as internal information sharing/transition sessions.
CJI has been researching other states’ administrative parole and geriatric parole policies and procedures in preparation for assisting the Pardon and Parole Board with writing their new policies.
Lastly, CJI assisted Oklahoma in drafting the Phase II Letter of Interest and provided information to the Governor’s office. The letter will be discussed with Governor Fallin on July 10 while CJI is onsite. CJI is also scheduled to meet with the courts to explain Phase II on July 11.
Upon approval of the letter of interest, CJI is ready to begin intense support for the Pardon and Parole Board and Department of Corrections who are responsible for the policy with the largest impact (administrative parole). CJI brought the two agencies together to start to negotiate implementation responsibilities and develop an implementation plan. CJI has also provided the Pardon and Parole Board (PPB) with some examples for geriatric parole applications as PPB will create an application for their geriatric parole process.
CJI met with the Governor’s office about the Phase II Letter of Interest and an Executive Order that would create an oversight committee to monitor implementation progress. The CJI team is working with the Governor’s Chief of Staff on the composition of the committee. The letter is expected to be submitted in mid-August and Executive Order possibly signed shortly thereafter.
Upon approval of the letter of interest, CJI is ready to begin working with the implementing agencies on the other policies for which they are responsible and require technical assistance.
CJI has facilitated an administrative parole planning meeting in late August with the DOC and Pardon and Parole Board and conducted analysis of eligible inmates. CJI also provided the Pardon and Parole Board with information for trainings they are hosting for their Board members and investigators on the legislation that passed in 2017 and 2018, with a focus on the policies that specifically impact the Board.
CJI is working with the Governor’s office to gather the signatures for the Phase II letter of intent and on finalizing the text for the executive order to establish an oversight committee.
Gov. Fallin submitted the letter of interest to BJA on 9/18/18.
CJI has been working with the Governor’s Office and other stakeholders on staffing for and membership of the oversight commission.
Gov. Fallin signed an executive order creating the Oklahoma Justice Reform Implementation Oversight Commission on October 30, 2018. The Commission is responsible to monitor and oversee implementation of the criminal justice reforms passed in the 2017 legislative session. The commission will produce an annual report with the initial report due December 31, 2019.
February: Governor Stitt appointed three individuals to the Pardon and Parole Board. Two of the appointments reached out to CJI about best practices for paroling authorities.
March: CJI met with Governor Stitt’s Office to discuss the letter of interest and followed up with his policy director.
April: CJI had a call and follow up communications with an advisor to Gov. Stitt. This individual met with Gov. Stitt and indicated that Oklahoma will need technical assistance to implement the reforms.
Mary: CJI met with Oklahoma DOC to strategize about how to revisit the Phase II LOI with Gov. Stitt’s office. CJI and DOC determined that DOC Director Allbaugh would explain Phase II and its requirements directly to the Governor. Following this meeting, CJI prepared an overview of Phase II technical assistance for Director Allbaugh to use in his meeting with Gov. Stitt planned for June 4th.
