In September 2017, Center staff received a request from the Office of Court Services in Ohio to partner in leading the piloting of several teleservices initiatives in the state. After discussions with the state, Center staff will assist in a project entitled, "Statewide Teleservices Initiative: eMAT Remote Medication Assisted Treatment". This project will involve implementing strategies that would directly enhance the operation of rural treatment courts across the state to provide remote medication assisted treatment (MAT). This implementation will involve developing a survey that the Supreme Court of Ohio would disseminate to court practitioners as a technology needs assessment, an analysis of the survey data, assisting with the development of remote MAT protocols, and providing ongoing technical assistance during the implementation of the remote MAT initiative.

In December 2017, Center staff developed and sent a survey to the contacts at the Supreme Court of Ohio to be disseminated to drug courts throughout the state to determine the feasibility of and need for remote medication assisted treatment services (i.e., via teleconference) for drug court participants. The data from the survey will be analyzed by Center staff and will be conveyed to the Supreme Court of Ohio with the purpose of assisting that office to identify needs and develop teleservice capacity throughout the state.
Throughout January and June 2018, Center staff assisted the Supreme Court of Ohio in the analysis of the survey data, and have had regular phone calls and emails with representatives from Ohio to develop strategies for delivering eMAT. Center staff hosted a teleconference meeting with a remote eMAT provider, Bright Heart Health, in June. Center staff will schedule a conference call meeting with three pilot courts before going on-site for strategic planning session.
Throughout July and November 2018, Center staff Karen Otis and representatives from the Supreme Court of Ohio, Monica Kagey and Lizette Schreiber, further analyzed the survey data and selected the remaining two pilot sites. In December 2018, Otis participated in multiple conference calls with the aforementioned representatives from the Supreme Court of Ohio, Bright Health Staff, and contacts from the newly-selected pilot sites in Morrow and Carter County to discuss the needs of each drug court.
On March 18, 2019, Center staff Karen Otis held a conference call with John Ciampi, the chief executive officer of the remote treatment provide, BrightHeartHealth, staff from the Supreme Court of Ohio, and staff from the Ohio Department of Mental Health and Addiction Services. All parties were updated on the progress of the BrightHeartHealth remote MAT assessment tool. The remote assessment tool has been tested with a client and we await to hear the results on the next call.
On May 7, 2019, Center staff Karen Otis held a conference call with Lizette Schreiber, from the Supreme Court of Ohio, and Jon Ciampi, the chief executive officer of the remote treatment provide, BrightHeartHealth. Ciampi and Schreiber advised that one county has begun to assess clients and two other are move toward beginning to assess participants. Another call is scheduled for later in the month
On May 24, Center staff Karen Otis held a call with Lizette Schreiber of the Supreme Court of Ohio and John Ciampi, the CEO of BrightHeartHealth about evaluating clients that have thus far participated in the eMAT program. Otis advised that she will create questions for the evaluation that will seek to capture more qualitative information as opposed to quantitative and sent to Schreiber. Ciampi and Schreiber further advised that the program has been integrated at two more sites. A call is scheduled for next month.
On June 14, Center staff held a call with Lizette Schreiber from the Supreme Court of Ohio to discuss the progress of the eMAT program. Otis is now working on a policy and procedure handout that will be distributed to eMAT participants.
