Pretrial Detention and Supervision

Until now, criminal justice agencies have lacked guidance in communicating the strengths and limitations of risk and needs assessment. A set of 13 national guidelines was developed that advise criminal justice agencies on prioritizing accuracy, fairness, transparency, and effective communication and use of post-conviction risk and needs assessments. The national guidelines permit agencies to follow a coherent set of guidelines on developing and using risk and needs assessments and encourage testing of their instruments for accuracy and fairness across race, ethnicity, and gender.

WORKSHOP # 2 - Incorporating Cultural and Traditional Practices to Improve Reentry Outcomes. This workshop provided information on reentry programs that have incorporated traditional healing practices into their reentyr programs, discussed the benefits of developing a cultural component to reentry programs, identified additional traditional and cultural practices to be included in reentry programs, and discussed the ability to adapt traditional practices to meet the needs of other tribal reentry programs.

Objective 1: Use the hub and spoke model to engage all necessary and appropriate subject matter expertise to support Justice Counts design and implementation.

· 1/3 Call with Jeff Locke (Senior Policy Advisor) from the Bureau of Justice Assistance to discuss upcoming updates to the Justice Counts website. (1 person, representing 1 agency)

Objective 2: Continuously review the metrics, technology, solution for states, and related resources and refine as needed.

· 1/4 Call with Jerome Abrams (Senior Judge) from the Minnesota Judicial Branch and Diane Robinson (Senior Court Researcher) from the National Center for State Courts to discuss the Tier 2 Courts and Pretrial Metrics. (2 people, representing 2 agencies)

Objective 3: Promote Justice Counts with the goal of increasing participation and support.
· 3/8 Call with Kristine Hamann, Executive Director, from the Prosecutor’s Center for Excellence, to provide an overview of Justice Counts and potential to attend her conference.   (1 person, representing 1 agency)

Objective 7: Facilitate the adoption and implementation of Justice Counts in additional states.

Arizona (34 calls, 12 orgs, 21 people)

· 1/2 Call with Matt Bileski (Program Manager) and Molly Edwards (Public Information Officer) from the Arizona Criminal Justice Commission to discuss agency recruitment in Arizona and plan for an upcoming site visit. (2 people, representing 1 agency)

Objective 7: Facilitate the adoption and implementation of Justice Counts in additional states.

Arkansas (4 calls, 3 agencies, 5 people)

· 1/24 Call with Sterling Penix (Jail Standards Coordinator) and Eric Wacaster (Deputy Director for the Arkansas Criminal Detention Facilities Review Committee) from the Arkansas Department of Corrections to introduce the project and encourage them to participate. (2 people, representing 1 agency)

5 meetings in January with 36 participants representing 7 agencies.

1/3: Video call with Danette Buskovick, Dan Pepper, Genevieve Wilkens, Jennifer Johnson, Sherry Johnson, Eric Johnson, Jenn Nordine, Heidi Rademacher, Midge Christianson, and Courtney Hougham to discuss and define the Statewide Outcomes Subcommittee’s role and responsibility in defining data points that are outlined in legislation and begin mapping current data fields to outcomes in legislation. (12 people in attendance, representing 3 agencies)
