CATEGORY 2: Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Program Support The grantee will conduct the following tasks: Executive Level Outreach and Engagement: Law enforcement and homeland security executives play a vital role in ensuring the suspicious activities reporting process is successfully implemented and effectively supported. Executive level outreach and engagement efforts will focus on executive leadership, policy development, P/CRCL protections, agency training, and community outreach.

The Comprehensive Opioid Abuse Site-based Program aims to reduce opioid abuse and the number of overdose fatalities, as well as to mitigate the impacts on crime victims. The program also supports the implementation, enhancement, and proactive use of prescription drug monitoring programs to support clinical decision making and prevent the abuse and diversion of controlled substances.

Signed into law on July 22, 2016, the Comprehensive Addiction and Recovery Act (CARA) is the first major federal substance use disorder treatment and recovery legislation in 40 years and the most comprehensive effort to address the opioid epidemic. CARA establishes a comprehensive, coordinated, and balanced strategy through enhanced grant programs that expand prevention and education efforts while also promoting treatment and recovery.

The Tribal Justice System Capacity Building Training and Technical Assistance Program provides a comprehensive array of training and technical assistance (TTA) to assist federally recognized Indian tribes’ ability to implement and enhance programs to reduce alcohol, substance abuse, and related crimes; and strengthens tribes’ ability to implement and enhance tribal justice systems through training and technical assistance to increase their knowledge of emerging technology, evidence-based practices, and new models of service.

The FY 2016 Officer Safety and Wellness Initiative -- VALOR Program -- focuses on five (5) distinct national initiatives to improve immediate and long-term health, wellness, and safety of law enforcement professionals: (1) identifying a training and technical assistance (TTA) provider to continue, and enhance, the Preventing Violence Against Law Enforcement and Ensuring Officer Resilience and Survivability Program; (2) identifying a TTA provider to deliver tactical support, on a national level to state and local law enforcement officers responding to an active shooter event; (3) identifying

The Encouraging Innovation: Field-Initiated (FI) Program is funded under the Edward Byrne Criminal Justice Innovation program and a carve out from the Byrne Justice Assistance Grant Program that is aimed at combating extraordinary or precipitous increases in crime. The FI Program furthers the Department’s mission by trying new approaches, addressing gaps in responses, building or translating research knowledge, or building capacity to address the issues that bring fresh perspectives and ideas to enhance practices and prevent crime in the field.

The National Training and Technical Assistance for Pretrial Release Decision-Making (Pretrial TTA) initiative focuses on maximizing BJA’s investments in pretrial justice through the use of data, research, and innovation, which are BJA’s strategic priorities. This TTA continues the model developed under the Smart Pretrial Initiative (see www.pretrial.org/smartpretrial/), providing TTA to jurisdictions in addition to the current three Smart Pretrial sites.

The purpose of the FY 2016 Justice Reinvestment Initiative: Maximizing State Reforms Grant Program is to cement or amplify the goals of states’ justice reinvestment reform efforts, deepening their investment in and commitment to use of data-driven decision making and evidence-based practices and programs.

The Visiting Fellows Program furthers the Department's mission by bringing talent and expertise from the field to BJA to inform policy and practice and create new tools for the field to disseminate knowledge of effective and innovative approaches to priority criminal justice issues.
