The Phoenix Police Department (PPD) leadership is currently navigating the implementation of CompStat and the process needed to further development. Following the previous CompStat TTA, retired Chief Dan Oates responded to the PPD’s additional request for a 2-day, on-site visit. Chief Oates observed CompStat sessions, conducted interviews, and produced observations and recommendations for the chief of police to consider as he continues to implement CompStat.

The Sacramento Police Department (SPD) sent its civilian public information officer (PIO) to the Fairfax County Police Department for 5 days to job shadow with Fairfax’s director of communications, who is also a civilian employee. The PIO position at the SPD is a newly created, civilian, career position that it does not intend on rotating people in and out of. This peer exchange allowed the PIO an opportunity to gain experience and knowledge regarding her role in day-to-day communications both internally and externally, which historically has been handled by sworn personnel.

The Fort Myers Police Department hosted two personnel from the North Charleston Police Department for a peer exchange on social media practices, including routine and crisis communications, social media, media relations, technology, and video enhancement tips and tricks. The Fort Myers team demonstrated a wide array of apps, programs, and techniques used in video editing and analysis and offered insight on how to enhance North Charleston’s social media presence.

Harvard University hosted 13 leaders from PSP agencies for its eighth annual summit to discuss emerging trends and topics in the criminal justice arena. These chiefs and other senior-level public safety executives had the opportunity to network, share ideas, and learn how to effectively lead their agencies to improve their organizational performance.

The LVMPD’s Technical and Analytical Section hosted a peer exchange, attended by 17 people from 11 different PSP sites, highlighting its small unmanned aerial system (s/UAS) program. Sergeant Brandon Borden and Detective Steve Oscar led the exchange for the LVMPD and covered the evolution of the department’s program from its inception to the current state and the projection of where it will be in 1 year. The platforms, which include BRINC and Skydio, currently assist in crime scene documentation, overwatch, tactical operations, and large-scale special events.

The Las Vegas Metropolitan Police Department (LVMPD) hosted a group peer exchange that included 20 attendees from 10 different PSP sites. The exchange consisted of an overview of the Southern Nevada Counter Terrorism Center (SNCTC) and the LVMPD RTCC, as well as a discussion on the vision for the Las Vegas RTCC. An overview of financial models, staffing, and command structure for both the SNCTC and the LVMPD RTCC was provided.

The Kansas City Police Department (KCPD) hosted a group peer exchange for sites to learn about its use of risk-terrain modeling as an analytical tool. Attendees were provided with an overview and presentation of risk-terrain modeling including the development and use of the program at the KCPD. The attendees also participated in group exercises, and the day concluded with a roundtable discussion by KCPD field assets on their use of risk-terrain modeling. The exchange consisted of five attendees from five different PSP sites.

The Indianapolis Metropolitan Police Department hosted a group peer exchange for 14 attendees from 7 agencies to learn about its CGIC. The agenda for the exchange included the history of the Indianapolis CGIC; budgeting, staffing, and technology; the crime gun task force; and success stories and demonstrations. The collaboration among lab services, analysts, officers, ATF, and community partners, and the significant state funding support, was emphasized as a key strength in Indianapolis’s strategy for handling crime gun intelligence.
