As a result of the DHS–IACP Intelligence Summit held in Alexandria, Virginia, in September 2022, the after-action report published in later 2022, and in consultation with Global DFO, GAC and CICC leadership, CICC members voted on and approved the DHS proposal to initiate a project to address the findings and to advance the recommendations as identified during the Summit. Work on the task teams continued during the current reporting period.

The Phoenix Police Department (PPD) leadership is currently navigating the implementation of CompStat and the process needed to further development. Following the previous CompStat TTA, retired Chief Dan Oates responded to the PPD’s additional request for a 2-day, on-site visit. Chief Oates observed CompStat sessions, conducted interviews, and produced observations and recommendations for the chief of police to consider as he continues to implement CompStat.

The Sacramento Police Department (SPD) sent its civilian public information officer (PIO) to the Fairfax County Police Department for 5 days to job shadow with Fairfax’s director of communications, who is also a civilian employee. The PIO position at the SPD is a newly created, civilian, career position that it does not intend on rotating people in and out of. This peer exchange allowed the PIO an opportunity to gain experience and knowledge regarding her role in day-to-day communications both internally and externally, which historically has been handled by sworn personnel.

Description: Community paramedicine through fire and emergency medical services departments are playing a pivotal role in addressing the opioid crisis through post-overdose outreach initiatives that respond to individuals after a nonfatal overdose. Efforts to prevent overdose fatalities through proactive engagement and community-based resource connections, called deflection, have increasingly included the use of community paramedics and have also been providing critical lifesaving intervention in the form of medications for opioid use disorder.

Description: Deflection is a collaborative intervention connecting public safety and public health systems to create community-based pathways to treatment for people who have substance use disorders (SUDs), mental health disorders, and other service needs, without their entry into the justice system.

Roberto Alvear traveled to Puerto Rico and facilitated a
half day SIM training for the ASSMCA team. He discussed the SIM model, the different intercepts, and how ASSMCA fit into this model. He provided case studies and interactive discussion.
