The Law Enforcement/First Responder Diversion and Referral Mentoring Initiative provides communities interested in starting diversion and/or referral programs the opportunity to learn from established or innovative programs that have shown success in meeting the treatment needs of individuals with a substance use disorder, and in some cases an overdose. There are seven sites that have been chosen to act as mentors for newer programs that are trying to establish a first responder diversion program.

According to the National Institute on Drug Abuse, substance abuse is increasing in America. In a 2012 survey, approximately 23.9 million Americans reported using an illicit drug or abusing a prescription medication in the past month.

Experts say the United States is in the throes of an opioid epidemic, as more than two million of Americans have become dependent on or abused prescription pain pills and street drugs. One person dies every 12 minutes from a prescription drug overdose in the United States. Particpants of this training learn which opiates and depressants are abused most frequently and learn about the dangers of new synthetics, including Fentanyl. The training examines the stages of use, addiction, and withdrawal symptoms, and the health and life-threatening dangers posed from use of these drugs.

Review the 7-step approach to drug influence and identification which includes pulse, horizontal gaze nystagmus, vertical nystagmus, lack of convergence, pupillary comparison, pupil reaction and Romberg stand. Gain understanding in how the eyes react to drug influence and the effects on the central nervous system. Practice what you have learned using hands-on activities. As a law enforcement or parole/probation officer, you will gain the skills you need to recognize impairment caused by the most abused drugs or alcohol in Indian Country.

The Lac du Flambeau Band of Lake Superior Chiippewa Indians requestd a "Community Drug Awareness Presentation. One way to promote a drug free community is to create more awareness of the issue within the community. Attendees will learn about opiates and methamphetamines which have gained in popularity and negatively impacted your community. They will learn how drug abuse is affecting youth, to recognize behaviors that are associated with abuse, and what medical responses are necessary.

Wisconsin Judicare, Inc. is a non-profit law firm and is the civil legal service provider for Wisconsin's northern 33 counties and 11 federally recognized Indian tribes. Wisconsin Judicare, Inc. is holding a training conference at Lac Du Flambeau, WI on November 7-8, 2017 and requested that Mick Mollica provide training on the opioid issue in Indian Country. The audience will include tribal courts, tribal judges and tribal law enforcement. They anticipate at least 75 attendees with representatives from about 16 Upper Midwest Indian tribes.
