Honolulu, Hawaii is a gateway for China to transit copious amounts of illegal fireworks coming into this country. Our police department needs a resource expert in fireworks laws in order to modify our current legal definitions. We may also need training in giving expert testimony for the prosecution of cases.

The Scientific Working Group on Digital Evidence (SWGDE) brings together organizations actively engaged in digital and multimedia evidence to foster communication and cooperation and ensure quality and consistency within the forensic community. I am requesting travel costs to be covered so I am able to attend the September 18-21, 2023 meeting/conference of SWGDE in Medford, MA. Travel costs include airfare and baggage, hotel accommodations, rental car transportation, and food per diem.

Our agency has prioritized the need to develop a comprehensive response to those within our community who are experiencing crisis and/or living with mental illness, in order to best assist them and connect them with services in the community. Our first priority is to provide training to our officers to better equip them with the skills and knowledge to de-escalate crises and be better able to assist those in crisis. Building upon the success of our past TTA with the BJA, we are requesting the assistance of the BJA to support another CIT training.

Street Cop: Effective Policing Skills and Tactics is a training course that takes a deep-dive into street level proactive policing skills and tactics. This course provides the tools and the game plan to the student, so they leave at the end of the day and can be an effective police officer against the criminal element, every single shift. The skills and tactics taught here are universal in police work across the country, focusing on elements of criminal behavior that exist everywhere.

I am requesting TTA assistance in procuring grant funding for training that builds trust and legitimacy through advanced leadership at the Police Executive Research Forum-Senior Management Institute for Personnel (SMIP). The SMIP is a program that provides senior police executives with intensive training in the latest management concepts and practices in government today. Communities expect more from their police departments in terms of trust and legitimacy, de-escalation strategies, critical thinking, and community engagement.

As noted previously, PCE conducted a productive site visit last December. The results of the report are forthcoming. We understand from discussions with PCE recommendations relate to restructuring, overhauling our intake system, and rebalancing our office-wide workload responsibilities. While we understand these recommendations in concept, help from PCE to implement these recommendations is requested.
