We are requesting an All Access Pass (AAP) with FranklinCovey. The AAP will also include specific facilitator certification in 7 Habits for Highly Successful People (or Managers or Law Enforcement), Trust Foundations (or Leading at The Speed of Trust or Policing at The Speed of Trust). The facilitator certifications will include agency personnel as well as community partners. The community partners will receive physical materials only and will not have access to the AAP. With the AAP, the agency will have continued access to Diversity Centered Policing, Nobility of Policing, 7 Habits on the Inside and Implicit Bias.
1. FranklinCovey All Access Pass
2. Facilitator certification for 4 officers and 4 citizens
3. Physical materials for officers and community partners in the two content areas
4. Individual pre and post assessments in trust
5. Organizational trust pre and post assessment
6. Individual leader assessment
Law enforcement and the community have a widening gap of trust, collaboration and engagement between them within the existing population and the next generation of officers and citizens. There also isn’t a common leadership framework between law enforcement and the community partner organizations that we collaborate with on a daily basis. By installing a common framework of trust building communication and leadership within the law enforcement agency and diverse community partners, we believe we can strategically work more cohesively and effectively together. Last, the All Access Pass (AAP) will enable the agency to address unforeseen training gaps such as ethics, community trust, working with diverse communities, leadership and effectiveness through programs such as Nobility of Policing, Diversity Centered Policing, Implicit Bias and 7 Habits as well as other Franklin Covey Programs

According to the PEW research study, there have been significant changes in the relationship between Law Enforcement and the community leading to anti-police sentiment, decreased trust, decreased information sharing, increased assaults on officers and increased resistance to collaborate with police. This sentiment is being modeled and displayed to the next generation as well.
• 85% believe their job is significantly harder due to the high-profile incidents across the nation even though the incident didn’t involve their agency.
• 75% believe relationships with the community are strained, especially those in minority populations.
• 86% are less willing to proactively conduct law enforcement activities as a result of this.
• 93% are more worried about their personal safety now than in the past as a result of this strained relationship.
• 67% reported being verbally abused within the last 30 days.
• 61% of line officers believed stated they have never attended any training to address community relations.

The TTA will be the first opportunity for our agency to co-facilitate a trust and leadership building initiative involving both the agency and the community in the same courses. A collaborative, trusting relationship with the community we serve is a strategic imperative for our organization.
The TTA will produce several certified police and community facilitators that will be the “resident experts” in our agency and within the community. These facilitators will continue to teach the content to the remainder of the agency and various community groups through the AAP. In addition, the AAP enables our organization to continue to develop and deliver specific unforeseen issues that may arise out of rebuilding the relationship with the community such as Nobility of Policing, Diversity Centered Policing, Implicit Bias, Great Leaders in the Public Sector, 7 Habits, etc., without additional cost to the agency for training.
We believe the All Access Pass is the most cost-effective way for us to address a multitude of training needs across our agency and community. Being able to access the various content areas of the pass, we are able to implement several of our strategic law enforcement goals without having to identify multiple funding sources.
