In 2014, the Bronx District’s Attorney’s Office (“Office”) created a Crime Strategies and Case Enhancement Unit to use technology in enhancing and facilitating investigations across the bureaus within the office. As a result, New York City Council provided funded crime analysts for the office. In 2016, a newly elected District Attorney identified intelligence-driven prosecution as a major policy platform and method to decrease crime and improve prosecutions within the county. However, the unit has not been able to fully operationalize. The District Attorney reorganized the unit into a larger division and hired executive staff to oversee a complete overhaul. After a three month internal review, the executive team determined a lack of training and capacity within the unit and an assortment of analytical tools that do not provide cohesive crime and intelligence analysis. As a result, the Office cannot fully operationalize an intelligence/crime analysis unit that can create strategies to reduce crime.
The Office requests BJA’s training and technical assistance to complete a technology audit, that would evaluate the Office’s current technological platforms, assess the capacity of current systems and make recommendations on how to improve technology and additional software needed to ensure alignment with best practices.
