The Supreme Court of Ohio requested support in hosting a meeting for the Regional Judicial Opioid Initiative. The request was denied and not fulfilled by BJA NTTAC.
This request for funds from the Bureau of Justice Assistance’s National Training and Technical Assistance Center is to support the on-going efforts of the Regional Judicial Opioid Initiative (RJOI). In August 2016, court representatives from Kentucky, Illinois, Indiana, Michigan, Ohio, Pennsylvania, Tennessee, Virginia and West Virginia convened with their justice system partners for the first-ever Regional Judicial Opioid Summit. The judicial summit brought together multi-disciplinary representatives from each state to launch the RJOI and develop a regional action plan with 10 areas of focus to combat the opioid epidemic. Since the original convening, Chief Justices from six of the nine states have demonstrated on-going commitment to the initiative by signing an RJOI Charter (attached). Those states include Ohio, Tennessee, Kentucky, Indiana, Illinois and Michigan. The Ohio Supreme Court is requesting funding for the project for the six-state region.
Since the August 2016 Summit, the Leadership Committee and Action Groups have been working diligently, via conference call, to move the RJOI forward. Through BJA funding, the Data Action Group was able to meet in Nashville in March 2017. This important in-person meeting allowed the attendees to further define the goals of the Data Action Group and laid the foundation for future work. Support from NTTAC will further the progress of the 6 state RJOI to combat the ever increasing impact of opioid abuse throughout the region.
The RJOI is governed by the Charter and the Leadership Committee. The bulk of the work of the RJOI is undertaken by two action groups: Continuity & Capacity and Data. All items will be pursued in the context of criminal justice and treatment, and regional cooperation and innovation. That National Center for State Courts (NCSC) will provide support to the Leadership Team and each of the substantive action groups. Each committee will also have state and national subject matter experts (SMEs) assigned as advisors. The action plan addresses the following areas:
1. PDMP access and regional reciprocity
2. Overdose and reversal tracking
3. Data sharing across multiple systems
4. Implementation of evidence based and best practices
5. Advocacy and outreach
6. Training and education
7. Regional treatment Standards of Care and reciprocity
8. Addiction Workforce
9. Recovery Oriented Systems of Care (ROSC)
10. Regional treatment capacity
While much of this important work can be done virtually via technology, face to face meetings must occur from time to time to allow for full and equal participation in decision-making. Action Group members from all six states will re-convene in the Spring of 2018 for a one to one-and-a-half-day meeting to report progress on the action items listed above. Prior to the re-convening, several face to face meetings of Action Group members are planned. NTTAC funding is requested to support these meetings, including travel for state representatives and support staff, meeting accommodations and compensation for support staff and subject matter experts to prepare for, facilitate and document the work of the various Action Groups. Meetings are scheduled to occur between May and December 2017.
