The Idaho Commission of Pardons and Parole (COPP) requested technical assistance for a third-party, independent assessment of a series of critical incidents involving felony probationers and/or parolees to determine whether policy changes are warranted. Police Foundation was selected to fulfill the request through the competitive RFP process in July 2017. The period of performance for this technical assistance engagement will begin on September 1, 2017.
The state of Idaho adopted Senate Bill 1357, our Justice Reinvestment Initiative, in 2014. Since implementation in 2015, Idaho has experienced several critical incidents involving felony probationers and/or parolees, including a shooting that resulted in a police officer being shot and seriously injured, another officer being shot with less serious injuries, the death of a police K9 officer and the death of the parolee. A group of law enforcement and prosecutorial agencies have joined together and identified JRI as the catalyst, indicating that the cases were all related to Justice Reinvestment. Ultimately, Idaho is in the process of revisiting some of the components of the original legislation, in part due to these concerns.
