The New York State Division of Criminal Justice Services is requesting training in investigating and clearing non-fatal shooting incidents. One of the New York State project sites, Newburgh, NY in Orange County has very high rates of gun violence and an extremely low clearance rate for non-fatal shooting incidents. This is influenced by a variety of factors, including witness co-operation, investigative diligence, low prosecution rates, and community distrust. The new District Attorney and Police Chief have made it a goal to bring more non-fatal shooting cases to trial, regardless of witness participation, in an effort to get tough on gun violence and improve community safety.
