CJI met with county analysts to develop a web-based cost-benefit model for the county. This work will build on cost data collection and that the county undertook with assistance from The Vera Institute, and will result in a more robust cost-analysis and CBA decision making tool than originally planned. It will also enable to county to update and manage internally once the tool is complete and they have been trained. Completion and delivery of the tool took place in the Fall of 2015.
Mike Wilson finished initial development of the web-based cost-benefit tool and previewed the tool for CJI staff and for the Allegheny team. He finalized the tool and supporting materials prior to on-site training on September 15, 2015. After presenting the model to stakeholders in September, Mike Wilson met with Allegheny representatives to get feedback on the model and to discuss needs for further training, support, or enhancements. Based on initial feedback, Mike adjusted the model to all of the inclusion of additional county specific data. This includes allowing for county specific recidivism rate, adjusting assumptions about program effectiveness and the ability to change victimization costs. He also began reviewing more recent research on victimization costs in order to update the cost of crime to victims.
Mike Wilson finished making revisions to the cost-benefit model in December, 2015. Changes made will allow Allegheny County to add two of their own recidivism cohorts, break out the cash flow between local taxpayer, other taxpayer, tangible victimization costs and intangible victimization costs, allow Allegheny County to use re-arrest as their recidivism measure, and break out program benefits by each type of resource avoided. The user guide for the Allegheny county model was also completed. In February 2016, Mike Wilson traveled to Pittsburgh to present the finalized cost-benefit model to the Allegheny team. Minor changes were made before sending them the final version.
