NW3C proposes to address the critical needs of U.S. criminal justice practitioners as outlined in BJA’s Economic, High-Technology, White Collar, and Internet Crime Prevention National Training and Technical Assistance (TTA) Program. Through this initiative, NW3C will enhance the ability of U.S. criminal justice practitioners to effectively prevent, regulate, investigate, prosecute, and adjudicate crimes involving electronic evidence, ensuring they operate within proper legal frameworks while safeguarding civil rights. The integration of digital evidence into nearly all criminal activity underscores the urgency for enhanced TTA ensuring criminal justice agencies can keep pace with the evolving nature of crime in the digital age. This program will enhance the capacity of law enforcement, regulators, prosecutors, and judges across state, local, tribal, territorial, urban, and rural jurisdictions.
NW3C’s subject matter expert (SME) instructors and adjuncts will deliver training through various methods, including in-person, online instructor-led virtual training, webinars, workshops, on-demand online courses, and microlearning modules. These offerings are projected to reach more than 65,000 criminal justice practitioners annually. Additionally, NW3C will collaborate with John Jay College to develop and deliver updated curricula addressing emerging issues, new technologies, trends, and other identified training needs.
NW3C will continue to provide technical assistance (TA) to criminal justice practitioners for criminal cases, including identifying, seizing, and analyzing digital evidence, analyzing financial records, chain-of-custody, expert witness testimony, and prosecutorial strategy. NW3C receives TA requests at trainings, workshops, via webform, email, and phone.Â
NW3C will continue to manage and maintain the Law Enforcement Cyber Center (LECC) in partnership with the International Association of Chiefs of Police (IACP) and the Police Executive Research Forum (PERF). New, timely downloadable resources will be developed and added to the site for law enforcement use and available for the public when appropriate. The resources will be available in user-friendly formats, including checklists, toolkits, templates, and guides, to assist criminal justice practitioners to deal with the often-confusing aspects of emerging technology related to criminal activity and cyber safety.
NW3C will continue to provide critical investigative TTA for Intellectual Property Theft Enforcement Program (IPEP) task forces. IP crime continues to pose a significant threat to health and safety through counterfeit pharmaceuticals, automotive parts, and electronics. NW3C will enhance IPTheft.org, provide technical assistance and outreach, and deliver trainings through multiple modalities. Additionally, NW3C will host an IP theft symposium with industry, finance, cyber, regulatory, technology, and law enforcement leaders to address emerging IP issues.
