Modeled after last year's successful Second Chance Month Returning Home Ohio Site Visit, this event brought top federal leadership including Dr. Heather Tubman-Carbone, U.S. Department of Justice Bureau of Justice Assistance as well as Dr. Richard Cho, U.S. Department of Housing and Urban Development, and Executive Deputy Secretary Kelly Evans and Deputy Secretary Dr. Lucas Malishchak of Pennsylvania Department of Corrections as well as Secretary Dr. Valerie Arkoosh Pennsylvania Department of Human Services to highlight the innovative Pennsylvania Department of Corrections REACH program. The PA DOC's innovation and commitment to reentry housing work through its participation in the Second Chance Act FY21 grant program, the Zero Returns to Homelessness Community of Practice, and in cross-system collaborations across the state made it an exemplary site to feature during this year's Second Chance Month. This event served as a platform to formally announce the national launch of the Zero Returns to Homelessness initiative and as an exciting opportunity for states and communities to engage with BJA and the CSG Justice Center in this work. CSG Justice Center staff and a BJA Second Chance Fellow visited a PA DOC Community Correction Center to see the work of REACH, while CSG Justice Center staff and PA DOC staff visited housing under construction that will set aside units for REACH participants.
