From January-April 2024, CJI met regularly with the Governor’s office and Public Safety Secretary Trisha Everest to discuss the status of the JRI effort. During January, CJI worked to disseminate the MODERN Justice Task Force (Task Force) final report and to educate key stakeholders and members of the legislature. After our initial education efforts, toward the end of January, CJI worked to further educate legislators who took an interest in filing Task Force priority legislation. By mid-February, 6 bills had been filed. After filing, these bills moved very quickly, all passing out of their original committees of reference, as we had secured key sponsors, such as Senate Judiciary Chair, Brent Howard, who carried 3 of the Task Force bills. Throughout the first months of the legislative session, which began on February 5th, CJI worked to educate additional members of the House and Senate, including respective chamber leaders, leaders of the minority caucuses, members of relevant committees, and key stakeholders, including national and Oklahoma-specific criminal justice groups, on the Task Force findings and filed legislation. Our team worked to address concerns that arose with District Attorneys and Police Chiefs, which allowed us to expand our reach and educational efforts, and we continued to meet regularly with the Governor’s team and Secretary Everest to keep them apprised of the status of the legislative effort while focusing a great deal of attention on identifying key findings they wished to implement administratively, which includes standardized, comprehensive data collection and the expansion of pretrial services across the state to ensure services are available outside of the 2 urban centers of the state. CJI staff met with Tricia Everest (Secretary of Public Safety), Will Milam (Counselor for the Secretary of State), and Grayson Walker (Chief of Staff to the Governor) to discuss a Letter of Interest requesting Phase II technical assistance, the continuation of the MODERN Task Force, and priorities for implementation. CJI drafted a Letter of Interest focused on those implementation priorities discussed on that call. We had a follow up call on the letter and next steps and are awaiting final feedback on the LOI. Once it is final, we will work with Counselor Milam to get it signed and submitted to BJA. CJI traveled to Oklahoma City to meet with Tricia Everest (Secretary of Public Safety) and Will Milam (Counselor for the Secretary of State) to discuss a Letter of Interest (LOI) requesting Phase II technical assistance and ways to implement some of the recommendations of the MODERN Task Force administratively. Secretary Everest submitted the LOI to BJA in December. If approved by BJA, CJI will then work with Secretary Everest and others in the state to prioritize implementation efforts.
